Who CPCB regulates and why

The Central Pollution Control Board oversees plastic waste management rules in India, including the provisions that govern compostable plastics. Manufacturers of compostable carry bags are expected to obtain a certificate from CPCB before marketing their products as compostable.

Testing and standards

Compostable products are assessed against IS 17088, the Indian standard for compostable plastics, which covers disintegration, biodegradation and the absence of heavy metals or eco-toxic residues. Testing is carried out by recognised laboratories and forms the basis of the CPCB certificate.

Products must also carry appropriate marking so that end users and waste handlers can identify them correctly.

What buyers should ask for

If you are sourcing compostable bags, ask for the CPCB certificate and the pollution control certificate for the manufacturing unit, and confirm the product name on the certificate matches what you are buying. A supplier who cannot produce documentation is a compliance risk carried on your books, not theirs.
